Using APRI, NAVSEA ERP implementation goals were compared to the
statistical confidence that NAVSEA legacy system objectively performed within a
certain range. The results significantly impacted NAVSEA and staff.
Catalyst Technologies has applied its Average Performance Range and Index (APRI) analysis to
allow NAVSEA executive staff to compare it's current legacy systems to those goals described by NAVSEA
Enterprise Resource Planning (ERP) initiative. This analysis helped support the need to implement
the necessary ERP Engineering Change Proposals (ECPs) prior to implementation. The approach allowed
SES'ers and Flag Level Officers the ability to fully understand the current legacy performance as compared to the improvement
goals of the ERP initiative, with statistical accuracy and objectivity. The results of this analysis have caused NAVSEA
executive to become aware of the risks, with statistical certainty, if the ECPs are not completed
before ERP roll-out at NAVSEA's targeted sites.
