Using APRI, NAVSEA ERP implementation goals were compared to the
statistical confidence that NAVSEA legacy system objectively performed within a
certain range. The results significantly impacted NAVSEA and staff.
Catalyst Technologies has applied its Average Performance Range and Index (APRI) analysis to inform NAVSEA executive staff as to the consequences of implementing the NAVSEA
Enterprise Resource Planning (ERP) initiative without having the necessary ERP Engineering Change Proposals (ECPs) already implemented. The approach allowed SES'ers and Flag Level Officers to fully understand the current
legacy performance as compared to the improvement goals of the current ERP initiative, with statistical accuracy and objectivity. The results of this analysis have caused
NAVSEA to ensure that the ECP's are completed before any NAVY ERP in rolled-out at NAVSEA's targeted sites. If not completed before NAVSEA ERP roll-out, the
analysis objectively showed a dramatic degradation in performance from the existing legacy system, causing significant cost, schedule and quality issues.
